“Internet Universality” Talk by Dr. Mawaki Chango, Digital Identity and Internet Governance Scholar

The AU Internet Governance Lab and Institute on Disability and Public Policy are proud to host digital identity and Internet governance scholar Dr. Mawaki Chango on campus on Monday, October 29, 2018 from 1:00pm – 2:30pm for a talk entitled “Internet Universality” in Room 117 of the Don Meyers Technology & Innovation Building. Dr. Chango is Founder & Managing Director of DigiLexis Consulting.

In this talk, Dr. Chango will introduce the concept of Internet Universality, developed and promoted by UNESCO. The conceptual framework is based on a large selection of indicators clustered around four principles: Rights, Openness, Accessibility for all, and Multistakeholder participation (the R-O-A-M principles). The framework includes a fifth category of indicators (X) which cover cross-cutting issues. In addition to discussing the framework itself, he will share insights from his pilot study in Senegal this past August.

Dr. Chango is a consultant, entrepreneur, and scholar in the field of Information and Communication Technology (ICT). He is enthusiastic about assisting African countries develop a truly digital economy through inclusive and evidence-based ICT-enabling policies. He has nearly 20 years of experience on societal issues relating to ICTs, consulting for organizations including UNESCO, the International Development Research Center, the Open Society Foundations, the African Union’s NEPAD Agency, UN’s Economic Commission for Africa, Hivos, and the Association for Progressive Communications (APC).

Dr. Chango holds a PhD in Information Science and Technology from Syracuse University, with a research focus on Internet governance, policy, and digital identity management. He is on the Board of Trustees at Sovrin Foundation, dedicated to building a trustworthy identity layer to the Internet. He has been actively involved in Internet governance spaces such as the Internet Corporation for Assigned Names and Numbers (ICANN); the global civil society’s Internet Governance Caucus; and the Internet Governance Forum. Dr. Chango intends to increasingly engage his thoughts and actions to help spur Internet-enabled entrepreneurial opportunities in Africa and encourage governments to embrace policies to improve their own operations in the digital age.
